Are there any national ISP that offer unlimited use for under $12/month AND you don't have to install a new browser?

A friend needs a new dial-up ISP but doesn't want to use a proprietary browser or add any software/plugin/addins/addons to their present browser.

Just looking or an ISP where all you have to do is change the dial-up number and username.

Any suggestions?
