Are there any motherboards where I can manually assign IRQs?

A video card and network card sharing the same IRQ still results in crappy performance, despite PnP and IRQ sharing, so I was wondering if there are any motherboard out there that lets me assign an IRQ to a PCI-E slot or just in general? It's funny how so many components share the same IRQ, yet the ones we used to use, like IRQ 10 for video cards, isn't used at all.
