I know hdcp works in VGA but I would like it work under DVI

Dell 5150
ATI X1600
Dell 2007FP
Windows Vista
2.5 Gbs of RAM
2x 80 gb drives.
Xbox hd dvd player

HDCP is for DVI, it prevents unencrypted digital transmission. For VGA you may be thinking about the Image Constraint Token, which I don't believe anyone is using. Anyhow, there is no hardware or software for Vista that will ignore HDCP, it has to follow it to meet the HD-DVD license needs in the first place.

I'm not sure why you're asking this though, as far as I can tell your system is fully HDCP compliant.
