Go over to Doom9 they have info on all of the H.264 encoders available (Mainconcept and Sorenson also have windows encoders available). Note that they are both pretty expensive $300 or more.
Doom9 has some free tools available on their site.
Yeah I have been to doom9, but I can't seem to find any info or tools for H.264. I do see some X.264, which i guess is a branch of it, but it says its still kinda unstable.
