Are there any graphics programs that arent super resource heavy...

Basically I am looking for something aside from Microsoft Paint to do some image creation.

Mostly stuff for web pages. Simple stuff, but it would be nice to have some effects for text and some pictures..

Any ideas?

GIMP for Windows? 😛

The Big Ones (CorelDraw, Photoshop) are utter resource pigs, as well as overly expensive and being jam-packed with totally useless features that you'll never use. 😛 If you want something a little more "Windows-esqe" than GIMP, PaintShopPro is a good choice. There's a trial version available that you can cut your teeth on at the author's site. (Added note - stick to PSP7 unless you're comfortable with beta software.)
