Are there any 4K disc burners or players for computers yet?

It's just an extension of the Blu-ray format. So if you have a Blu-Ray burner and up-to-date authoring and playback software that support 2160p, you're good to go.

Unfortunately it is a lot more complicated then that. Worse we do not know the details yet.

1) UHD (aka. 4K) Bluray physically uses the BDXL format, so you'll need at least a drive that supports that. There hasn't been any statement to my knowledge of whether special UHD compliant drives are needed however.
2) There isn't any software that supports playback of commercial discs yet. Cyberlink PowerDVD 17 -should- feature it since they have bought a licence, but that leads to:
3) Hardware and DRM requirements are quite hefty. You need a graphics card or IGP with a HDMI 2.0b output and HDCP 2.2. Further you need PlayReady 3.0 compliant hardware. Currently that is limited to Intel's Kaby Lake (HD6xx series) and Nvidia Pascal (GTX10xx series). But Nvidia doens't have official support yet, but they're working on it apparently.

In short I'd advise getting a stand-alone UHD player, until all requirement have been defined and the kinks worked out. That could be a few years.
