are the only win10 ISOs the original (not updated) versions?

i wanted to updated by recovery flash drive etc and grab an iso via:
here but i'm not sure if the tool they make you grab will create an ISO of basic win10 and then make you download updates after or if everything up until the creation of that media will be included.
 
They periodically update the ISO.
Expect the anniversary edition to have all previous updates installed.
