Are the new Intel chip boards DDR3 exlcusive?

Are you referring to the i7? If so, then yes, i7 requires DDR3 as it has a IMC that only supports it.

Unfortunately, yes. Although even if DDR3 is still going to be overkill, I guess the switch eventually has to be forced some time or else it won't ever happen at all - progress for the sake of progress, not all bad, prices will eventually come down to DDR2 levels.
