Are T-Bred A's multiplier unlocked?

just have a motherboard that can change mults and yur set

I'm going to O/C'ing on the Abit AT7-MAX 2. Using Kingston HyperX DDR333 RAM I should be able to do 9x166 easily right? Should I leave it at stock voltage?
