Spammers are worse by just a bit. Popups are there to make revenue for websites, so they're 1% acceptable. Spam can suck my ass. I would take great pleasure in beating spammers with a bat.

I concur. Technology exists to block popups pretty easy. Firebird, google toolbar, etc. To accurately filter spam is a much more difficult task.
