Are Peer2Peer programs and FTP usage outlawed by colleges TOS?

I'm not at college yet, but I'd like to know from those of you who already are or have been. Do most colleges not allow usage of P2P programs? Also what has your experience been with their FTP policies, both as a server and a client?

At my school, we're not allowed to run FTP servers, but we can use the programs to upload stuff to our allocated webspace on the school's servers. As far as P2P goes, programs like KaZaA are firewalled during the day, and only accessable from midnight-7:00a due to bandwidth restriction.

lol!!

That's probably so that they will actually turn off being a server. That's the thing most people just installing it will leave on, and what really kills bandwidth!

So it's actually a good idea!
