are palomino's underclockable?

I can't remember... I want to run a 2000+ palomino with a lower multiplier and it doesn't boot when I try to. do they let you?
 
Not by default ,you'd need to unlock the cpu still ,after doing that then you can go down to a x6 multi.....I think.😉

Btw why do you want to do that?
