Are newer games in future going to drop vsync in games?

With the starting uptake of gysnc and freesync do you think that games in a year or two will totally drop support for vsync inside the games? If so where will that leave early adopters of 4K monitors that don't use gsync or freesync? Are the going to be left with constant screen tearing?

Part of me wants to upgrade to 4K but don't know whether to go gysnc, vysnc or neither. I don't want to be left with a monitor that has constant tearing in games in a year or two if I decided not to go gysnc or freesync.

Not in the foreseeable future. Gsync/Freesync monitors are a niche product right now. They'll have to catch on and become near universal before games will drop vsync support. Some games may still use vsync, as it's been used as part of a game's engine (for example, physics in Skyrim were tied to its vysnc functionality).

You can always force it on in the control panel, besides, why would any game dev be so lazy to not include a vsync toggle? Can't imagine this happening.

Sometimes the engine doesnt support it, or supports it poorly, and driver control panel vsync settings are kind of notorious for being completely ignored by some games. There have been a few times when i've had to force Vsync using a third party tool like RadeonPro because nothing else actually worked.
