Are new Live accounts limited to 360's?

I have an original xbox, and just got a month of live so I can get all the free-to-live map packs for Halo 2, but I keep getting an error about technical problems. I'm on the school's network, and the NAT type isn't open, which always pops up warnings on people's 360's, but then again I know someone that just got Live on his 360 without running into this. Could I open my account on his box and then sign in on my own?
 
Yes, Live accounts aren't tied to Xbox's. However, if you are unable to create an account on your connection, I doubt you'll be able to sign onto one.

I get NAT warnings every once and awhile, but it never seems to affect anything.

I thought they were tied to it? For the original XBox you had to transfer it over (if say, you wanted to play some dual screen H2 using 2 different accounts). Once you got back to your house, you'd have to transfer it over (so it's not permanently tied, but it has to be associated with one particular XBox)

To the OP - what nycxandy said about being able to not sign in probably applies though. Are you getting the error when signing up for an actual account? What's the exact error?
 
The error is simply "technical difficulties, try again later." I have subscription card I've already bought, and I get through accepting the terms, picking a unique name, and entering the code on the back of the card, then I get the error message.

I'm going to try setting up my account online and see if it will even let me sign in on the box. Granted, the other guy has a 360 not an xbox1, but I know someone that got an xbox and live just a week or two ago, and he hasn't had any trouble.

Right, the live accounts for the original Xbox were tied to the console and the only way to transfer it to another was using a memory card. Accounts may still be "tied" to a console, but he has the option to migrate it back and use it on his own console by recovering his gamertag on Live.
