Are MLB relief pitchers getting better?

I've played fantasy baseball for around 5 years now. I remember in the past it was hard to find any relievers other than closers that were of use to a fantasy team. Now it seems that every MLB team has multiple relievers with ERAs under 3.00 and WHIPs around 1.00 with plenty of Ks. Do I have a bad memory, or are there far more good relievers than there used to be?
