I don't see why it shouldn't be legal...

Just like there's no reason the gov't should stop stores from charging $20 for a pack of gum; The market fixes the problem itself
 
I thought most states have usury laws. Yeah, I know this is a UK ad, but if we are talking about US laws, I don't think it would be allowed.
