I believe that under FDA rules, medicines need to state the formulation (and concentration) of active ingredients, but not the inactive ones.
With respect to the HCl, I believe that eye-drops are pH adjusted to a close tolerance, and they add HCL (or NaOH) depending upon the pH of their "purified water" that they use, along with a buffering sulution, and some preservatives (otherwise the bottle would present a perfect growth medium for microorganisms!) I can't imagine that the water that they use is very alkaline, so the concentration of HCL present would have to be quite low.
From what I seem to recall (in general) labels either list the water first, or last.
