typically yes. In my state the public can use the track when schools out (your tax dollars did pay for it)

I used to run on the local HS track when no school events or practices were taking place and no one from the school ever told me I couldn't even though they were present at times.

When i was in middle and high school I'd see adults all the time using the track whenever it wasn't being used, even during school hours. And it shouldn't be any other way, as their tax dollars are paying for it! :)

Does that mean I can go into classrooms, use the locker rooms, and walk around the hallways, because my tax dollars paid for it?
