Are Hershey's Nuggets w/ toffee and almonds rebadged Symphony chocolate?

Hersheys came out with this new Hershey Nugget, with toffee and almonds, which has the same ingredients as Hershey's Symphony, which IMO is their best chocolate. To me, they taste exactly the same, and its inconceivable to me that they would spend the time and effort creating a new product when they can much more easily create a new market. If this is true, its a pretty good deal on rebadged Symphony Chocolate!

They do both taste very alike, though the Symphony is much better.

I'm guessing the Hershey's are OEM versions of the retail symphony.
