I've read that Chicago cops on the way to a call dictate front plate numbers into a recorder and call the owners later to see if they witnessed anything.
The Arkansas legislature was considering front plates a while ago but nobody in law enforcement could prove that they would make a significant difference.

With dash cams and image recognition software, I would think that's largely unnecessary these days.

I don't know the answer to the OP's question, but there certainly does seem to be a pattern. Offhand, I'd say that only a small percentage of the residents in the one-plate-states would be mentally capable of mounting a second plate.

Thats interesting, because I see tons of maryland vehicles down here all the time. Almost non of them have front plates.

WTF?

You're supposed to have one. Maybe they don't care as much as they used to. The one on my work truck got torn off at some point, and no one's said anything, but it's supposed to be there.

I wish Ohio would drop the front plate. I don't care on my daily driver, but a front plate on my Camaro is just annoying. It really doesn't look like it belongs anywhere. Sigh.

House Bill 133 made it about halfway through. Last I heard it was sitting on the Senate floor with no plans to take it up for a vote.
