Are DVI outputs universal?

Meaning, if I have a DVI-I or a DVD-D output, will any DVI cable be able to work with it?

Actually no, they are not.

DVI-I contains analog and digital signals in the same cable. DVI-D is jus tthe digital half.

Make sure to get a DVI-D cable provided you are only using the digital signal(most cases).

Although most of the cables you will see, unless advertised as DVI-I cables...are in fact DVI-D

well basically my graphics card is dvi-i. and i need a dvi to hdmi cable. it's much easier to find dvi-d to hdmi cables than dvi-i. will the dvi-d cable work just fine for connecting a computer to an LCD tv?

Yes. May I also suggest going to www.monoprice.com.

I might recommend using a normal DVI-D cable with a DVI->HDMI adapter. That way, you have more functionality out of the cable should you need to use it for anything else.
