Are DVD imports lower quality than the USA releases?

I was looking to buy some DVD box sets, but they are currently running an outragious $700 for the complete set... Then I saw on amazon someone selling asian imports that play in english on Region 1 DVD players for half that...

Are these lower quality? Are they possibly bootleg copies?
Never really had this situation before... anyone with experience?

Some are of ok quality and with other's their quality sucks.

I had Serial Experiments Lain as an import, quailty wasn't that bad.
I then purchased Cowboy Bebop. The quality sucked ass. They used way way too much compression. After that experience I refuse to buy Imports and I stick with domestic releases.

Wait for the blu-ray box sets with 6 times the pixel resolution 🙂

If it's cheap on ebay, 99% chance it's warez and the quality is anywhere from OK to awful.
