Are drivers education programs just in the school?

I am participating in my highschool's YMCA youth and government program. I am making a bill relating to making it a requirement for ALL ages (not just 16-18) in my state to need to attend a drivers ed program. In my state of NH if you are in the age group of 16-18, you must attend a drivers ed program to get your license. I was wondering if drivers ed programs were outside of schools as well as in. If they are only in the schools, then I dont think it would make sense for anyone over 18, or graduated to have to attend...or it wouldn't seem right to have some adult go to a school for the program. So, are there drivers education programs that are not part of the school in some cases?

In NY, I have seen driver's ed schools that are privately owned and operated.
