Specs don't mean much, usually they are just pulled straight out a randomn persons ass, and jotted down on w/e cardboard box they had in arm's reach.

I do think dell's monitors are still considered one of the best, everyone seems to love the dell 2408's. Look here for example: http://www.hardforum.com/showthread.php?t=1283131

you are comparing different panel technology. Acer is TN, so only 160 degree viewing angles (colors shift and look inverted at angles) and only 72% color gamut. Dell is S-PVA and has 178 degree viewing angles and 110% color gamut. There are other VA (S-PVA or P-MVA) 24" LCDs out there and they usually have 92% color gamut. Quickest check is to google the model number and TN to see if anyone says it's TN. 160 degree viewing angles and <5ms response time are almost guarantees to be TN. There are a few LCDs with VA-like numbers that are actually TN though so always double check with a quick search. As for 2408, I know it and other S-PVA panels has quite a bit of input lag (~50ms at least), which can be a factor if you play fps. I don't know about the lag for P-MVA panels (will get around to testing mine sometime when I start playing fps again).
If you want straight up value, there are cheaper 24" LCDs around (<$300). If you want a VA panel, you'll have to spend >$400 now it seems. I got my Soyo with P-MVA (they use TN now) last black friday for $250.
