Are console ROMS legal?

ok, I know ROMS for "newer" consoles (ie. GBA and N64) would be considered illegal, but what about older systems? Like NES/SNES/Genesis? If these are legal, where would be a good place to go to grab em?

i think nintendo now turn a blind eye to nes/snes roms

seeing as most of the good games have been hidiously copied, might aswell play the original

That's what I've always heard and done, but I admit to downloading the rom of some elusive games that I can't seem to get my hands on, like chrono trigger. I'd buy it the second I see it, though, if it was selling for a reasonable price. (saw it for $100+ on ebay)
