Are Athlons multiplier locked?

I didn't think Athlons were CPU multiplier locked, but then I saw this "CPU overclocking kit" at CoolerGuys which appears to me to be a kit to help you to unlock an Athlon by closing a few bridges on the chip.

I don't remember seeing any discussion of that sort of thing anywhere else, so I'm a bit puzzled. Is that not an Athlon in the picture, or is this something almost nobody discusses?

Most Athlon at 1.2ghz are unlocked. Any thing above 1.2 is unlocked. The kit they sell is probably some conductive ink and a applicator to connect the L1 bridges on the CPU. Manually unlocking can be done on Athlon below 1.2 and all of the durons(not sure about the new morgan core 1gig but chances are it's gonna be locked). Besides using conductive ink to unlock, a lot of people have luck with just using a pencil.
