Are Athlon MPs clock-locked?

If not why not just by a 2400 MP for $237 at new egg and run it at 2600 or higher? XP 2600s are $280 OEM and $302 Retail.

They are multiplyer locked, meaning the can be overclocked by changing the FSB speed. But they can be multiplier unlocked too, by the 'pencil-trick' (I believe). You use the lead to create a connection between two transistors on the top of the chip. (Or something like that )
