Are ATA100 cable backwards compatible?

Say, I want to slave my CD-ROM (ATA33) to my HD(ATA100). Can I do this using an ATA100 or 66 cable?

You certainly can, but both drives will only transfer data as fast as the slowest on. In this case ATA33.
