Are anti-static bags conductive?

I need to put a hard drive with the hard drive's PCB facing down on top of a motherboard. The area be be placed on the motherboard has no components (capacitors, chips, etc). But I don't want any contacts from the hard drive's PCB to touch/short the motherboard so I need an insulator inbetween. I also need something thin because it's a tight closed area and I don't want to insulate heat. Anyone know if a piece of anti-static bag would be a good and thin insulator?
 
It usually has metal strips embedded in the plastic I think, the plastic should insulate fine I think. Since there is a layer of plastic covering the metal I think you are fine. I have placed my mobo on antistatic bags while assembling parts and it was fine.
