Are all PC3200+ just overclocked PC2700?

I had some PC3700 BH-5 memory, which CPU-Z read as PC2700, and my A64 system (which seems to run the memory as they are detected) ran it as PC2700, or 166mhz at 200FSB. I just got a stick of PC4000 HyperX thinking that it would be detected as PC4000, or maybe PC3200, but lo and behold...it too is being detected as PC2700, and is run accordingly. This is soooo frustrating. Are all the RAM that are rated higher than PC3200, just overclockable PC2700's?

My PC4000 HyperX is detected as PC3200, and my PC3200 Buffalo is detected as PC3200 as well. Could just be a mobo\A64 quirk.

It's your memory spd that's programmed like that. Set your memory settings manually. If your using auto/spd settings the A64 will use whatever spd settings the memory has otherwise. What does cpu-z say the spd is?
