are all ebay people from nigeria scammers?

I've been trying to sell a laptop for a while on craigslist, and it still hasn't sold. so I put it up on ebay and instantly got bombarded with lots of OBVIOUS scams from nigeria (you know, the classic nigeria western union scam). well anyway, then today I got a buy it now. but the buyer wants it shipped to nigeria, so I'm suspicious.

here's the msg from him:
I would like to pay for this item via CHECK, you know my
address is in USA,but right now i'm in nigeria,i was sent there
on a church mission,and i want to give it to the head pastor as a
gift, so i will like to know if you can ship it to nigeria,i dont
mind paying any amount for the shipping cost,pls if you can do this
for me i'll be very grateful.if you accept kindly send your full name
and address which am going to send the check to. Here's the shipping
address.

should I ship it? and if I don't, is there an easy way to get ebay to refund my $7 for lisiting? (sure $7 isn't much, but just in case this happens the next time I list it)

You fell for the phony map? That's the oldest nigerian scam in the book. That 'map' was used to sell 'diamond mines' back in the old b&b days.

why not just filter your e-mail for the words "Nigeria" and "Western Union". you'd be all set.

You know, it probably does suck to live in Nigeria and want to buy something off ebay and nobody will take your money.

I'm sure they do have cashiers checks in Nigeria.

Good luck selling that. I tried selling my laptop 5 different times on eBay. Each time it ended up being some person with 0 feed back and some type of scam. Listing it on Craigslist also attracted the same jerks. I finally managed to sell it on AT FS/FT.

You can get eBay to credit the fees. Just report a Unpaid Item (its under Services) Tell em what happened. They will look into it and give you an answer within 48 hours. They will give you a Final Fee Value credit.

I believe there is a way where you have to approve each bid before they actually become the highest bidder. I really wish there was a better way to filter who bids on my auctions. In my auction I clearly stated I would not ship out of US but that didn't matter. Don't even bother using Buy It Now. That just makes things worse.

no problems, ebay emailed me an hour later automatically saying they canceled the scammer's bid

but here's something I've been wondering:
why do scammers always use western union? -- if it's so easy to scam using it, why doesn't western union fix their service? don't they get kind of bad PR from all this?
