Are all digital home phone providers this retarded?

I have Charter and my GF has Cox, both exhibit the same problem. When a LD call comes in it shows up on the caller ID as XXX-XXX-XXXX, if I want to call them back, pressing redial gives me "you need to dial a 1 before this number" Having to write down a number so I can re-type it with the 1 before it is stupid shit. How does something like this make it past testing? It might be a phone issue, but I've used 4 different brands and they all give me the same problem with trying to redial an LD number.

My VOIP provider (Callcentric) has no problem with LD callerID and my Panasonic KX-TGA931T phone has no problem displaying it. In fact, it even works on international calls - which never stops amazing me.

My ATT has call options when you try and call back a number, like this:
Dial Options
XXX-XXXX
1-XXX-XXXX
XXX-XXX-XXXX
1-XXX-XXX-XXXX

You select the option you want and push the button.
