Are 5870s being discontinued?

I could have sworn stock used to be available at around ~$200, but now newegg has no stock anymore, and everywhere else the prices seem to have been increased.

Has the 5870 been discontinued? And if so, for what?

That is correct: the Cypress GPUs are EOL. The 69XX replaced the 58XX series.

Daimon

Edit: Sapphire has a "new" 5850 for around $140, which is the best GPU deal on the planet IMO.

I thought the 6970's were less powerful than the 5870s? Are the new 6970's just rebranded 5870s? Or entirely different cards?

Entirely different. The 69x0 cards are a different architecture. I think the 6950 is about as fast as a 5870, maybe even a hair faster. The 6970 is about 15% faster I think.

The 68x0 GPU's are chopped down 58x0 GPU's, but are very close in performance. I think a 6870 is something like 7% slower than a 5870 overall.

So anyway, to answer your question, no the 6970 is not less powerful, it's faster. And no they are not rebranded, they are entirely different.
