Are 120mm fans louder in general?

I'm not sure if their purpose was to be higher performance or quieter because surely they could run them at the same speed for more performance or run them at lower speed for the same performance at lower volumes..
 
Obviously the 12 cm fans are to deliver more CFM. And as with the 80mm, you can often vary the speed to get the flow you need with less noise. But that's not always the case. One of the 12 cm fans I have can only be varied between 10.somethng to 12V - not much of a range. So always check the mfr's spec page before jumping to confusions...
