ARCTIC COOLING Freezer 7 Pro?

What CPU HSF for a E8400? Is there something better than an ARCTIC COOLING Freezer 7 I should be looking at? Quiet is very important to me.
 
There is definitely something better, just depends on budget. A thermalright TRUE 120 is like 60-70 CDN and it is great, and then you gotta buy 1 or 2 120mm fans to put on it, so you can make it as quiet or loud as you like.

For budget I would go with the ACF7. It's not expensive and cools very well. But of course you could spend more money on a better cooler but it performs well for how much it costs without any rebates or anything.
 
I have an old ACF7 with broken push pins lying around that I'd like to use with a bolt-through kit, am I supposed to get a big wrench and rip off the old baseplate thing? Is there a guide for doing this? Google did not help me.
