Arctic 7 fan - direction of air flow?

Which direction does the air blow. The manual says the fan blows air over the fins. But I stuck my hand on either side of the fan and find the air to blow away from the cooling fins. Also, I see dust accumulated on the fins next to the fan. - so in theory, if the fan is blowing over the fins, the dust should not accumulate there.....

Anyone with experience or comments - please help.
Is there a way to reverse the air being blown on the cooling fins?

The fan only mounts one way on that HSF. and it does blow over the fins, as is evident by the dust buildup you speak of.
Try cleaning the dust from the fins and see if you can feel the air then...but as you know, that fan moves very little air, so it will be hard to tell
