I don't remember the site where I read this, but evidently some senator/governor/whatever is pretty headstrong about keeping the embargo in place because his state grows a lot of (you guessed it) tobacco. 😛

I think Israel allowed him to live this long because they couldn't find anyone worse for the palestinian cause. It's easy to find a palestinian who advocates terrorism. It's harder to find one who blatantly steals from the people he's supposed to represent and does nothing to help their plight, and yet still appeals to the UN.
