Is this a good stepping??? Right now I got a stock HSF on it. Should I get a better HSF for it so I can O/C better? Or would it be a waste of money with that stepping???

I would go with what you have. You get extra free beans if it isn't multiplier locked. It looks like a very recent stepping so it should be able to run faster than stock. If you hit a wall that appears to be heatsink related, then is the time to replace the heatsink. Just remember, you void your warranty. Chip fabs are consantly improving the process to gain higher yields of faster chips. Later is almost always better. There is no way to tell what your processor is capable of except by testing it.

What is stopping you from experimenting with the current setup?
That heatsink should be fine. You only have a week 33 though. With my week 31 chip I was only able to hit 2800+ speeds. My new week 43 AQYFA barton does 3200+ on 1.7v.
Just slowly bump up the multiplier if you can, and keep your vcore under 1.75v. Good luck.
