I don't think it hurts your chances-- if you're a minority and they're currently in a crunch to meet affirmative action demands, they'll probably be more inclined to look over your application a little more thoroughly.
I would fill it in, shows a sign of confidence, and also a sign that you're just just trying to get it over as fast as you can. Fill in those optional comment blocks too if you have anything good to say, like maybe how you really enjoy their products/services and would be really honored to work for the company.
Employees cannot be required to fill that out but the government requires participating EEOC companies to report on it. If you don't fill it out, some hapless manager has to guess at it when you're hired.
Overall it shouldn't be a factor in getting you hired.

My friend put Hispanic on his applications for lawschools and he gets calls from kids who go to those schools that are in those groups of his own race. I think it's so funny. I can guarantee no white guy would ever get a call from a white group. Gatta love racism.
