Question apply group policy to domain user account for Restricting removable storage device

i am trying to apply group policy to domain user account for Restricting removable storage device through edit group policy.
Note: Edit group policy effecting immediately to Administrator account, not applying to domain user account.

why it was not effecting ? without accessing server can i apply group policy with local system administrator account?

can any one help me out

Of course not.

You will need RSAT to do it from a domain PC if you are not applying Group Policy directly on the domain controller.
