Applications maximizing over the task bar

If I click the maximize button on any window, it maximizes over the task bar so I can't see what else is running. The task bar is not set to hide, so I don't know what the problem is.

How do I fix this? It's for Windows XP Pro.
 
Right click the taskbar and bring up the properties tab. Check to see if " Keep the taskbar on top of other windows " is checked. If not check it.
