Applications could not be located in WININET.dll

When i started my laptop(Windows Vista Basic OS) this morning and clicked on Internet Explorer i got the following message - 'The procedure entry point InternetCloseHandle could not be located in the dynamic link library WININET.dll '
Similar message gets displayed while starting other Applications also and due to this problem i'm not able start all these applications.
And when i try to go to My Computer, My Documents, My Pictures, etc like folders i get the message - 'Class not registered'.
Please i desperately need some help to overcome this problem...

I found this through the miracle of google:

If when you try to start Explorer you get the error message

Windows Explorer
Error: “Class not registered”

then you may need to re-register ExplorerFrame.dll .


To do so, Start > Run > regsvr32 ExplorerFrame.dll click OK.

If it doesn’t help, then its quite possible that your ExplorerFrame.dll may have been corrupted and that you may have to be replace it with a ‘good’ one. System Restore would be an option to consider or else search for its ‘Previous Versions’ through the Files Properties Box.
