Application windows won't pop-up when something happens...

Like when you right-click on a file in IE6 and select 'save target as' then if ya happen to click away, whenever there's an action, ie: you need to specify the path where to save the file, the window/dialog-box thing would pop up...

now this doesnt happen anymore and i have to keep checking back to see if its ready yet...

all i changed was upgraded my 98se installation to xp pro this afternoon...

It's a feature.

It's really annoying when you're typing and another window pops up and takes focus, stealing your typing or mouse clicks potentially doing something very bad.

yes but what about when i have multiple IE windows open and put something to download in one of them and then go to another while i wait... then instead of popping up, the specify location dialogue box just appears in the background... how am i to know when its ready??

Normally the taskbar entry for that app flashes instead of just popping the dialog box up. If IE doesn't do this (I wouldn't know, I use Mozilla) you should complain to MS.
