Application to make audio clips

My wife wants to make some audio clips from songs (mp3's) she has purchased so she can put them on her BlackJack II for ring tones. Apparently ring tones have to be 300kb or less for the BlackJack II.

Can anyone recommend a free or cheap way of doing this and making these audio clips back into the mp3 format?
