Application that makes apps stay on top?

I would like to know if there is an app that allows you to make an application stay on top of other windows. Thanks for any suggestions.
 
If you have an ATi or nVidia card, I think there is an option in their respective control centers that will let you do such a thing.

Next to that... you may want to grab (if you are on XP) TweakUI from Microsoft. This has an option that prevents windows from stealing focus.
