Application Layer Firewall

Hi,
I'm running a windows 2003 domain environment with 10 computers and three users that are not part of the domain. I was wondering if there is free or cheap software that would block specific applications like kazaa or limewire. (Application Layer Firewall) I know i could block ports on my router but there is always a way around that.
Please let me know.

Windows 2003 ISA server can block by applications.

So computers that surf through the Server can be controlled.

Computers that are as per to peer (with or without 2003) would need their own Firewall to block by Applications.

Well, there's IPtables, but it runs on linux. You could get a small consumer linux router/firewall and configure it to block all file sharing protocols at the border.
