Are there applications for use on a smart phone which will allow the input (spoken) of one language and then will output (again spoken) into a different language ? Note: Am not talking about applications and devices that TEACH how to speak a new "foreign" language - just language CONVERSION.

iOS has a translate app built in. You can speak or type into it, and it will read back the translation. I'm sure that Android has a similar feature since Google's Voice-to-Text engine has been ahead of Apple's for a while now.
