This. How many Americans even know what Foxconn is? I took a few informal polls of my undergraduates last semester - "Who made your iPod?" Out of 42 students, all but two said "Apple." The other two were nerds (excuse me, enthusiasts) like us and know about the tech industry. And singling out Apple for criticism is unfortunate, since basically every major tech company uses Chinese OEM labor. Ultimately the responsibility lies with the American consumer.
I disagree that the problem is with the consumer. As a normal consumer, how the heck am I supposed to know what the conditions are for those making the products? How do I know how workers are treated for every product that I consume? It's simply not reasonable to expect consumers to either know or really care who makes all the products they consume and how exactly they are made. I'd say it's more of a combination of US regulations and the countries where the products are made to strengthen protections in place.
Blaming the US consumer doesn't make any sense, the consumer has no realistic way of knowing much of anything about the conditions of the workers making the products, unless you just assume that anything made overseas is made by abused slave child laborers or something.....
