Apple Music Buffers, Everything Else is Good

So I have 60mbps cable internet. Speed tests, Steam & Microsoft downloads reflect that I consistently get at least that speed. I can stream HBO Now, Hulu Plus, Netflix 4k, Youtube 4k, Pandora & Spotify without issue. But any music I try to stream from Apple is a disaster. It buffers so heavily so as to be unuseable. As in it takes 5 minutes to play a 3 minute track. This behavior is seen on my PC via iTunes, as well as on my iPhone & iPad.

I'm not much of a network guy. I have the Arris cable modem that I got for free from TWC, and a Linksys WRT1900AC router. The best I can figure Apple's tube out to Hawaii is too narrow compared to everyone else. Halp?
 
If this always happens, then run a tracert (trace route) to the server you are trying to stream from, then you can see which node is the problem.
(Open up a command window, then do tracert whatever.apple.com and hit enter)
 
Tons of masked, very slow servers between me and apple when I do a tracert.

This is still ongoing. Basically Apple Radio is unuseable. Apps & App updates also download comically slow. But downloading movies, TV Shows & songs from iTunes maxes out my 60 megabit connection. Also streaming TV shows via my Apple TV works flawlessly, while Apple Radio on the Apple TV suffers just as badly as it does on my iPhone, iPad & iTunes on PC.

Definitely seems like a network problem. I'm lost.
