You are reading it wrong, it's open to citizens of all states and DofC, plus all of those countries.

You are reading it wrong, it's open to citizens of all states and DofC, plus all of those countries.

You can figure out what they meant. It is merely an awkward grammatical structure yet valid. Was this truly necessary? You haven't found a loophole to win this contest.

You are reading it wrong, it's open to citizens of all states and DofC, plus all of those countries.
Their grammar is wrong. They should say "including Washington, D.C., and residents of Austria, Belgium, etc.

Separating entries of a list with a comma and then moving on to the next list with nothing more than a comma is poor punctuation. They should differentiate their lists.

The best possible punctuation in that case is to use a semicolon to differentiate the outer list. In this type of run-on sentence, it is also much more clear to use the optional comma or semicolon before the "and"/"or".

Agreed. The "including..." section should be differentiated from the list. They could've used the comma/semi-colon approach or the parentheses/comma method.

 
thing is, with that error, they could use that as a get out clause to not supply winners with their prizes.....at least those abroad.....

That would never happen. There's this little thing called common sense. It's obvious that they're also offering to citizens of those other countries so there's no way they'd be able to get out of it just from saying something about them not being US states.
